How to Make Neem Oil Spray for Plants?

I have a bottle of 100% cold-pressed oil, but I’m struggling with the correct ratios to ensure it actually emulsifies in water. If you have a reliable recipe for how to make neem oil spray for plants, please let me know which type of mild soap you use as a surfactant and how often you apply it to avoid leaf burn. I’m trying to treat a spider mite infestation on my indoor Monstera and want to make sure the DIY mixture is potent enough to kill the pests without suffocating the plant's pores.
 
Mix 1 liter water + 1–2 tsp neem oil + a few drops liquid soap (helps it blend). Shake well, spray on leaves (top and bottom) in the evening to avoid sun burn. Reapply every 7–10 days or after rain.
 
Mix 2 teaspoons cold-pressed neem oil with 1 teaspoon mild liquid soap in 1 liter water. Shake well and spray on plant leaves, especially undersides, in the evening. Repeat weekly for pest control and plant protection.
