Can you bring flowers on a plane while traveling?

I’m flying to visit a friend and would love to bring a fresh bouquet from my own garden as a gift. I’m concerned about TSA regulations regarding water in vases or agricultural restrictions if I’m crossing state lines. Does anyone know for sure can you bring flowers on a plane as a carry-on item, or is it better to just buy them at a florist once I land?
