Oh absolutely, even just a few potted native flowers and a tiny bird feeder can bring in tons of bees and birds. It is honestly magical how fast nature will find your little green oasis
 
A balcony or a small outdoor place can also very well be turned into a wildlife garden. Plant nectar-rich flowers, herbs, and native plant in containers, place a shallow water dish, and give shelter with small planters or insect hotels to attract birds bees butterflies, and other beneficial wildlife.
